Post Graduate Admission 2010
NUEPA invites applications from eligible candidates for admission to its M.Phil. and Ph.D. and Part-time Ph.D. programmes for the year 2010-11. While selecting the candidates for admission, NUEPA will follow all mandatory provisions in the reservation policy of the Government of India. Admissions to M.Phil., Ph.D. and Part-time Ph.D. programmes will be made purely on the basis of merit.
Eligibility: Acandidate seeking admission to the M.Phil. and Ph.D. programmes shall have a minimum of 55% marks (50% marks for SC/ST candidates and Persons with Disabilities) or its equivalent grade in Master’s Degree in education, social sciences and allied disciplines from a recognized university. Candidates possessing Master’s degree in other areas may also be considered if he/she has proven record of work/publication in the area of educational policy, planning and administration.
(b) A candidate seeking admission to Ph.D. programme shall have an M.Phil. degree in an area closely related to educational planning and administration and/or exceptionally brilliant academic record coupled with publications of high quality.
(C) M.Phil. graduates of NUEPA will be eligible for admission to the Ph.D. Programme after due scrutiny by a Selection/Admission Committee, if they obtain a FGPA of 6 or above on the ten point scale. This will be applicable for all admissions from 2008 onwards.
Acandidate seeking admission to Part-time Ph.D. programme is required to meet the following criteria:
(i) Should possess the educational qualifications as mentioned in Para (a) above;
(ii) Currently, should be in full-time employment;
(iii) Should be a senior level educational functionary with a minimum of five years work experience in teaching, educational planning and administration.
Fellowships: Candidates admitted for M.Phil. and Full-Time Ph.D. will be provided fellowship by the University. The NET qualified candidates, who have been awarded Junior Research Fellowships by the UGC and who fulfill the required qualifications, are encouraged to apply.
Selection Procedure: The University reserves the right to decide the number of seats to be filled in the year 2010-11; the criteria for screening
of applications; and the selection procedure of candidates for admission to its M.Phil. and Ph.D.programmes. The mode of selection of candidates will be as under:
(i) Initial short-listing of applications will be carried out on the basis of relevance and quality of the brief write-up (in the prescribed format) in the proposed area of research to be submitted along with the application form;
(ii) Short-listed candidates will be subjected to second level of screening through which the University will assess their motivation and potential.
How To Apply: Candidates may apply in the prescribed form for admission to M.Phil. and Ph.D. programmes of the University along with three copies of the brief write-up (in the prescribed format) on the proposed research topic of a contemporary issue within the broad framework of educational policy, planning and administration. This course is affiliated to the University of Mumbai and is run under its guidelines. The students are trained on the practical aspects of management using the course syllabus prescribed by the University of Mumbai.

Admission Procedure: Before accessing the Online Application Registration Form the applicant needs to decide whether the admission processing charges of Rs. 750/- will be paid by Cash / Demand Draft / Pay Order. For “Cash” option the applicants need to visit IES MCRC at Mumbai along with all mandatory documents and fill the online application format IES MCRC. If the applicant opts for payment by ‘Demand Draft or Pay order” then the applicant has to get the Demand Draft / Pay Order from ANY Bank payable to “IES MCRC” at Mumbai and enter the demand draft details in the online application form as and where required.
The applicant must choose which program he wants to apply i.e. only one form per program.
The applicant can separately apply for each of the programs i.e. MFM/MMM/MIM along with separate Cash or Demand Draft or Pay Order for application processing fees.
Selection Procedure: Applicants whose application forms are in order will be called for Personal Interview based on the details provided in relation to educational qualification and work experience.
Personal Interviews: – Personal Interviews will be conducted from 21st May to 23rd May 2010. Personal Interviews will be based on the details on application form provided by the Applicants.
Whilst selecting the applicants for admission, weightage will be given to (a) Scholastic record of the applicants; (b) the nature of Work experience; and (c) performance in the Personal interviews conducted by the Institute.

Synthetic Biology of Multicellular Systems in University of Aberdeen Foresterhill
PhD Scholarship 2010
PhD studentship, funded by the Institute of Medical Sciences and supervised by Dr Yasushi Saka, is available for studying synthetic biology of multicellular systems. Genetically identical cells in the same physiological condition can show significant variation in gene expression profile and their behaviour.
One way to reduce the variability among cells is the cell-cell communication by diffusible factors in extracellular space. Examples of cell-cell communication include the so-called community effect in animal development. The community effect is an interaction among a group of many nearby precursor cells, and necessary for them to maintain tissue-specific gene expression and differentiate in a coordinated manner.
Objective: The objective of this project is to elucidate how a community effect affects cell’s behaviour and how cells process external signals and produce coordinated output response as a cell population. We approach this problem by constructing and analysing synthetic gene networks in yeast S.cerevisiae that incorporate an artificial cell-cell communication.
The potential PhD candidate will collaborate with people from other disciplines including physics and computer sciences, and learn how to integrate theoretical/mathematical analyses and experimental results that is central to the project.

Union Public Service Commission (UPSC) will conduct NDA&NA Examination on 22 August 2010, for admission to the Army, Navy and Air Force wings of the NDA for the 126th Course and Naval Academy for the 88th Indian Naval Academy Course (INAC) commencing from 30th June 2011.
The candidates joining Indian Naval Academy would undergo 4 years B Tech Course and would also be given an opportunity to join Technical Branch of the Navy subject to availability of vacancies.
The approximate number of vacancies to be filled on the results of this examination will be 335 (195 for the Army, 39 for Navy, 66 for the Air Force and 35 for the Executive Branch of Naval Academy).

CONDITIONS OF ELIGIBILITY FOR UPSC NDA&NA Examination :
(a) Nationality : A candidate must either be :
(i) a citizen of India, or
(ii) a subject of Bhutan, or
(iii) a subject of Nepal, or
(iv) a Tibetan refugee who came over to India before the 1st January, 1962 with the intention of permanently settling in India, or
(v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East African Countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia and Vietnam with the intention of permanently settling in India.
Provided that a candidate belonging to categories (ii), (iii), (iv) and (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.
Certificate of eligibility will not, however, be necessary in the case of candidates who are Gorkha subjects of Nepal.
(b) Age Limits, Sex and Marital Status : "Only unmarried male candidates born not earlier than 2nd July 1992 and not later than 1st January, 1995 are eligible".
The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University which must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificates. These certificates are required to be submitted only after the declaration of the result of the written part of the examination. No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted. The expression Matriculation/Higher Secondary Examination Certificate in this part of the instruction includes the alternative certificates mentioned above.

(c) Educational Qualifications for UPSC NDA&NA Examination:
(i) For Army wing of National Defence Academy :-
12th Class pass of the 10+2 pattern of School Education or equivalent examination conducted by a State Education Board or a University.
(ii) For Air Force and Naval Wings of National Defence Academy and for the 10+2 (Executive Branch) Course at the Naval Academy :-
12th Class pass of the 10+2 pattern of School Education or equivalent with Physics and Mathematics conducted by a State Education Board or a University.
Candidates who are appearing in the 12th Class under the 10+2 pattern of School Education or equivalent examination can also apply for this examination.
NOTE 1 : Candidates appearing in the 11th class exam are not eligible for this examination.
NOTE 2 : Those candidates who have yet to qualify in the 12th class or equivalent examination and are allowed to appear in the UPSC Examination should note that this is only a special concession given to them. They are required to submit proof of passing the 12th class or equivalent examination by the prescribed date (i.e. 10th June 2011) and no request for extending this date will be entertained on the grounds of late conduct of Board/University Examination, delay in declaration of results or any other ground whatsoever.
NOTE 3 : Candidates who are debarred by the Ministry of Defence from holding any type of commission in the Defence Services shall not be eligible for admission to the examination and if admitted, their candidature will be cancelled.
NOTE 4 : Those candidates who have failed INSB/PABT earlier are not eligible for Air Force.
Physical Standards :
Candidates must be physically fit according to physical standards for admission to National Defence Academy and Naval Academy Examination (II), 2010 as per guidelines given in Appendix-
(e) A candidate who has resigned or withdrawn on disciplinary grounds from any of the training academics of Armed Forces is not eligible to apply.
FEE FOR UPSC NDA&NA Examination :
Candidates applying Offline (through Common Application Form) are required to pay a fee of Rs. 50/- (Rupees Fifty only) through a single Central Recruitment Stamp. Central Recruitment Fee Stamp (NOT postage stamp) of the requisite denomination may be obtained from the post office and affixed on the application form in the space provided therein. The stamp must be got cancelled from the issuing Post Office with the date stamp of the post office in such a manner that the impression of the cancellation mark partially overflows on the application form itself but within the space provided on the Application form itself. The impression of the cancellation mark should be clear and distinct to facilitate the identification of date and the Post Office of issue.
Candidates residing abroad should deposit the prescribed fee in the office of India’s High Commissioner, Ambassador or repre-sentative abroad as the case may be for credit to account head ‘051-Public Service Commission-Examination Fees’ and attach the receipt with the application.
General Instructions
1. Candidates who wish to apply offline must use only the form supplied with the information Brochure purchased from any of the designated Head Post Offices/Post Offices listed in Appendix III. Form should be purchased from designated post offices only and not from any other agency. Candidates must use the form supplied with the Information Brochure only and they should in no case use photocopy/reproduction/unauthorisedly printed copy of the Form. The form will NOT be supplied by the Commission’s office.
2. The application form must be filled in by the candidates in their own handwriting. Since this form will be processed on computerised machines, candidates should exercise due care in handling and filling up the application form. They should use HB pencil only to darken the circles. For writing in the boxes, they should use blue or black pen. Since the entries made by the candidates by darkening the circles will be taken into account while processing the applications on computerised machines, they should make these entries very carefully and accurately. Entries in the boxes are meant for confirmatory purposes and these should also, therefore, be made by the candidates by darkening the circles and those written in the accompanying boxes. Candidates should note that it is mandatory to fill both of these fields carefully so that there is no variation between the two entries.
In case of any variation between the entries made by the candidates in the boxes and the accompanying circles, the entries in the boxes will be treated as authentic and final.
3. Candidates should ensure that the signatures appended by them in all the places viz. in their application form, Attendance List etc. and in all the correspondence with the Commission, should be identical and there should be no variation of any kind. If any variation is found in the signature appended by him at different places, his candidature will be liable to be cancelled by the Commission.
4. No change in the entries made in original application will be allowed under any circumstances.
5. The candidates are advised in their own interest to ensure that the applications reach the Commission’s Office on or before the closing date. Applications received in the Commission’s Office after the closing date will not be considered.
6. While filling in his application form, the candidate should carefully decide about his choice for the centre for the examination. More than one application from a candidate giving different centres will not be accepted in any case. Even if a candidate sends more than one completed application, the Commission will accept only one application at their discretion and the Commission’s decision in the matter shall be final.
7. On the Acknowledgement Card, the candidates should write their application form No. (as printed below the bar code on the form) and the name of examination viz. “National Defence Academy and Naval Academy Examination (II), 2010”. They should also write clearly and legibly their mailing address on the Acknowledgement Card. A postage stamp of Rs. 6/- (Rupees Six only) should be affixed on the card. The Acknowledgement Card should not be stapled or pinned or tagged or pasted with the Application Form.

(a) The UPSC have developed an application form common for all their examinations which can be processed on computerised machines. This application form alongwith an Information Brochure containing general instructions for filling up the form, an acknowledgement card and an envelope for sending the application will be obtainable from the designated Head Post Offices/Post Offices throughout the country as listed HERE of Notice against cash payment of Rs. 20/- (Rupees twenty only). Form should be purchased from the designated Head Post Offices/Post Offices only and not from any other agency. This form can be used only once and for only one examination.
Candidates who wish to apply offline must use the form supplied with the Information Brochure only and they should in no case use photocopy/reproduction/unauthorisedly printed copy of the Form. Since this form is electronically scanned, due care should be taken to fill up the application form, correctly.
The duly filled in application form and the acknowledgement card should then be mailed in the special envelope supplied with the Information Brochure. The candidate should also write the name of examination viz. “National Defence Academy and Naval Academy Examination-(II), 2010” on the envelope before despatching it to “Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069”. Candidates should mention their Tele/Fax Nos.
(b) Candidates can also apply online using the link http://www.upsconline.nic.in/. Detailed instructions for filling up online applications are available on the above mentioned website.
(C) All candidates whether already in Govt. service, Government owned industrial undertakings or other similar organisations or private employment should submit their application direct to the Commission. If any candidate forwards his application through his employer and it reaches the Union Public Service Commission late, the application, even if submitted to the employer before the closing date, will not be considered. Persons already in Government service whether in a permanent or temporary capacity or as work charged employees other than casual or daily rated employees or those serving under the Public Enterprises are however, required to submit an undertaking that they have informed in writing their Head of Office/Department that they have applied for this Examination.
Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their applications will be liable to be rejected/candidature will be liable to be cancelled.
Candidates serving in the Armed Forces must submit their application through their Commanding Officer who will forward it to the Commission indicating in the forwarding letter the name of the applicant and his application form number (8 digit).
The applications of Sailors (including boys and artificers apprentices) of the Indian Navy will be entertained only if these have been duly recommended by their Commanding Officer.
Cadets of Rastriya Indian Military College (previously known as Sainik School, Dehra Dun), Students of Military Schools (formerly known as King Geroge’s Schools) and Sainik Schools run by Sainik Schools Society should submit their applications through Principal of College/School concerned who will forward it to the Commission indicating in the forwarding letter the name of the applicant and his application form Number (8 digit). The forwarding letter should not be tagged or pinned with the application form.
LAST DATE FOR RECEIPT OF APPLICATIONS :
(a) Through Offline
(i) The completed offline application form must reach the Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi 110069 on or before 19th April 2010.
(ii) In respect of offline applications received only by post (by post/speed post) from candidates residing in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Jammu & Kashmir, Lahaul Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands or Lakshadweep or abroad, the last date for receipt of applications is 26th April, 2010.
The benefit of extended time will be available only in respect of applications received by post/speed post from the above mentioned areas/regions. In the case of applications received by hand or through courier service, benefit of extended time will not be available regardless of the place of residence of the applicant.
Candidates who are claiming the benefit of extended time should clearly indicate in column 13 (II) of the application form, the area code of region (e.g. Assam, Maghalaya, J&K etc.) where they are residing. In case they fail to do so, the benefit of extended time will not be allowed to them.

National Defence Academy and Naval Academy Examination (II), 2010
NDA Entrance examination will be conducted by the Union Public Service Commission on 22 August 2010, for admission to the Army, Navy and Air Force wings of the NDA for the 126th course and Naval Academy for the 88th Indian Naval Academy course (INAC) commencing from 30th June 2011.
The candidates joining Indian Naval Academy would undergo 4 years B.Tech course and would also be given an opportunity to join Technical Branch of the Navy subject to availability of vacancies. The approximate number of vacancies to be filled on the results of this examination will be 335 (195 for the Army, 39 for Navy, 66 for the Air Force and 35 for the Executive branch of Naval Academy).
Vacancies are provisional and may be changed depending on the availability of training capacity of National Defence Academy.
A candidate is required to specify clearly in the application form the services for which he wishes to be considered in the order of his preference. He is also advised to indicate as many preferences as he wishes to opt so that having regard to his rank in the order of merit due consideration can be given to his preferences when making appointments.

Note 1 : Candidates appearing in the 11th class exam are not eligible for this examination.

The candidates should also fill up in the relevant places of the Acknowledgement Card, their Application Form Number (8-digit) and the name of the examination. The applicants are required to affix the postage stamp of Rs. Six on the Acknowledgement Card and send the same along with application form to UPSC. If an applicant fails to affix the postage stamp of requisite amount his acknowledgement card will not be dispatched and Commission will not be responsible for non-receipt of acknowledgement cards by the applicant. The duly filled in application form and the acknowledgement card should then be mailed in the special envelope supplied with the Information Brochure. The candidate should also write the name of examination viz. “National Defence Academy and Naval Academy Examination-(I), 2010” on the envelope before despatching it to “Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069”. Candidates should mention their Tele/Fax Nos.
(b) All candidates whether already in Govt. service, Government owned industrial undertakings or other similar organisations or private employment should submit their application direct to the Commission. If any candidate forwards his application through his employer and it reaches the Union Public Service Commission late, the application, even if submitted to the employer before the closing date, will not be considered. Persons already in Government service whether in a permanent or temporary capacity or as work charged employees other than casual or daily rated employees or those serving under the Public Enterprises are however, required to submit an undertaking that they have informed in writing their Head of Office/Department that they have applied for this Examination.

The centres and the date of holding the examination as mentioned above are liable to be changed at the discretion of the commission. While every effort will be made to allot the candidates to the centre of their choice for examination, the commission may, at their discretion, allot a different centre to a candidate, when circumstances so warrant. Candidates admitted to the examination will be informed of the time table and place or places of examination.
Candidates should note that no request for change of centre will normally be granted. When a candidate, however, desires a change in centre from the one he had indicated in his application form for the examination, he must send a letter addressed to the secretary, UPSC, giving full justification as to why he desires a change in centre. Eligibility: (a) Minimum qualification: M.A./M.Sc in Economics/M.Stat./M.Sc. Admission to the 2010 Batch of B Tech (ICT) program will be based on the All India Rank of AIEEE 2010 (All India Engineering Entrance Examination 2010), which is being conducted by CBSE on 25 April 2010. Therefore, only candidates who are appearing for AIEEE 2010 can apply for this program of DA-IICT.
A limited number of seats will be offered through a separate channel called ‘Direct Admission of Foreign and NRI Students’ (DAFS) to Non-Resident Indians, Foreign Nationals and Persons of Indian Origin. Eligibility
The minimum academic qualification for admission is a pass in the 12th standard or its equivalent with Mathematics, Physics and Chemistry/Computer Science. Candidates appearing in the qualifying examination in 2010 are also eligible to apply for consideration of provisional admission. All candidates who are offered provisional admission will be required to produce the proof of having passed the qualifying examination (12th standard or equivalent) to the Institute latest by 30 October 2010, failing which such provisional admission will stand cancelled. If a candidate is found ineligible at a later date, even after admission to DA-IICT, his/her admission will be cancelled. All admissions will be subject to verification of facts from the original certificates/documents of the candidates. The decision of the concerned authorities of DA-IICT regarding eligibility of any candidate shall be final.

Date of Birth
Only those candidates whose date of birth falls on or after 01 October 1985 are eligible. Date of birth as recorded in the 10th or 12th standard certificate, as issued by the Board/University only, will be taken as authentic. Eligibility for the program
• This is an intensive and innovative program that demands motivated students.
• The program is suitable for students who have a technology background but seek a cultural and artistic orientation to become successful communicators, as well as students who have training in fields other than science and technology but aspire to gain some technological skills to become more creative and effective communicators.
• A candidate should have a Bachelor’s degree from any statutory university or equivalent.
