The selection will be purely on merit, based on consistently good academic record and the recommendation letter from a mathematics professor closely acquainted with the candidate. Candidates selected for the programme will be paid sleeper class return train fare by the shortest route and will be provided with free board and lodging for the duration of the course. The list of selected candidates is likely to be announced in the first week of March 2008. Only selected candidates will receive a letter of his/her selection from the director.

The aims of this programme are:

1. To teach mathematics in an interactive way rather than the usual passive presentation. To promote active learning, the teachers usually ask questions and try to develop the theory based on the answers and typical examples. At every level the participants are encouraged to explore, guess and formulate definitions and results.
2. To promote independent thinking in mathematics.
3. To provide a platform for the talented students so that they can interact with their peers and experts in the field. This serves two purposes: (i) the participants come to know where they stand academically and what they have to do to bring out their full potential and (ii) they establish a rapport with other participants and teachers which help them shape their career in mathematics.
The daily programme consists of lectures in the morning (from 9.30 a.m. to 1.00 p.m.) and problem sessions in the afternoon (from 2.00 p.m. to 5.00 p.m.) Each level (I and II) has lectures in the four basic streams of Mathematics: Algebra, Analysis, Geometry and Topology. Students of Level O are offered courses in Basic Real Analysis, Linear Algebra, Geometry (curve tracing, sketching of surfaces, classification of quadric surfaces) and one of Discrete Probability, Combinatorics and Elementary Number theory.
The faculty is from various leading institutions of the country and is not confined to the institute of the venue. People who are experts in the field, who are known for their teaching and who have a commitment towards betterment of mathematics in India are chosen to give the courses. As a rule each course is taught by a single expert. This paves the way for better interaction (over a period of 4 weeks) between the faculty and students and also imparts a perspective of the field among the students. The faculty is requested to be present for all the sessions - not for their sessions only. In the problem sessions all students are asked to do problems. All the four teachers of a level will actively help the students during the problem sessions. The teachers identify the difficulties of the individual students. Giving individual attention is one of the unique features of this programme which makes the programme successful. Some reading material is also provided. There are no tests at the end of the programme as we want to make it clear that the students should learn mathematics for the pleasure of doing it and not for examinations.

The programme is advertised in the newspapers every year sometime in the month of December. For the last several years, we are directly mailing the posters to colleges which offer B.Sc.(Mathematics), universities and institutes.

Teacher Participants

College/University teachers who are interested in personally observing the methodologies of MTTS may apply to the Director of the Programme with a brief Curriculum Vitae. Those selected may visit one of the camps nearer to them for a period of at least one week. The travel by sleeper class and local hospitality will be borne by MTTS. During their stay at the camp, the teachers are expected to attend all the courses of one particular level, and interact with the MTTS faculty and participants so as to exchange their views. They will not be assigned any teaching though they are encouraged to help the participants during problem solving sessions.

All India Council for Technical Education - AICTE

All India Council for Technical Education - AICTE

About AICTE

Technical education in India contributes a major share to the overall education system and plays a vital role in the social and economic development of our nation. In India, technical education is imparted at various levels such as: craftsmanship, diploma, degree, post-graduate and research in specialized fields, catering to various aspects of technological development and economic progress.

The beginning of formal Technical Education in India can be dated back to the mid 19 th Century. The major policy initiatives in the pre-independence period included appointment of the Indian Universities Commission in 1902, issue of the Indian Education policy resolution in 1904 and the Governor General’s policy statement of 1913 stressing the importance of Technical Education, the establishment of IISc in Bangalore, Institute for Sugar, Textile and Leather Technology in Kanpur, N.C.E. in Bengal in 1905 and Industrial schools in several provinces. Significant developments include:

Constitution of the Technical Education Committee of the Central Advisory Board of Education (CABE) of 1943;
Preparation of the Sergeant Report of 1944; and
Formation of the All India Council for Technical Education (AICTE) in 1945 by the Government of India.
All India Council for Technical Education (AICTE) was set-up in November 1945 as a national level Apex Advisory Body to conduct survey on the facilities on technical education and to promote development in the country in a coordinated and integrated manner. And to ensure the same, as stipulated in, the National Policy of Education (1986), AICTE be vested with statutory authority for planning, formulation and maintenance of norms and standards, quality assurance through accreditation, funding in priority areas, monitoring and evaluation, maintaining parity of certification and awards and ensuring coordinated and integrated development and management of technical education in the country.

The Government of India (Ministry of Human Resource Development) also constituted a National Working Group to look into the role of AICTE in the context of proliferation of technical institutions, maintenance of standards and other related matters. The Working Group recommended that AICTE be vested with the necessary statutory authority for making it more effective, which would consequently require restructuring and strengthening with necessary infrastructure and operating mechanisms.

Pursuant to the above recommendations of the National Working Group, the AICTE Bill was introduced in both the Houses of Parliament and passed as the AICTE Act No. 52 of 1987. The Act came into force w.e.f. March 28, 1988. The statutory All India Council for Technical Education was established on May 12, 1988 with a view to proper planning and coordinated development of technical education system throughout the country, the promotion of qualitative improvement of such education in relation to planned quantitative growth and the regulation and proper maintenance of norms and standards in the technical education system and for matters connected therewith.

The purview of AICTE (the Council) covers programmes of technical education including training and research in Engineering, Technology, Architecture, Town Planning, Management, Pharmacy, Applied Arts and Crafts, Hotel Management and Catering Technology etc. at different levels.

The Organisation

In accordance with the provisions of the AICTE Act (1987), for the first five years after its inception in 1988, the Minister for Human Resource Development, Government of India was the Chairman of the Council. The first full time Chairman was appointed on July 2, 1993 and the Council was re-constituted in March 1994 with a term of three years. The Executive Committee was re-constituted on July 7, 1994 and All India Boards of Studies and Advisory Boards were constituted in 1994-95. Regional Offices of the Ministry of Human Resource Development, Government of India, located at Kolkata, Chennai, Kanpur and Mumbai were transferred to AICTE and the staff working at these offices were also deputed to the Council on foreign service terms w.e.f. October 1, 1995. These offices functioned as secretariats of Regional Committees in the four regions (East, South, North and West). Three new Regional Committees in southwest, central and northwest regions with their secretariats located at Bangalore, Bhopal and Chandigarh respectively were also established on July 27, 1994.

The AICTE has its Headquarters in New Delhi which has the offices of the Chairman, Vice-Chairman and the Member Secretary and is presently housed in a building having a covered area of 38542 sq. ft. located in Indira Gandhi Sports Complex, Indraprastha Estate, New Delhi. The present building is taken on lease from the Sports Authority of India. The Government of India has allocated 5 acres land in the campus of Jawaharlal Nehru University, New Delhi, for constructing the administrative and other buildings of the Council.

The AICTE comprises of nine Bureaus, namely:

* Faculty Development (FD) Bureau
* Undergraduate Education (UG) Bureau
* Postgraduate Education and Research (PGER) Bureau

Law universities to hold joint entrance exam

From next year students seeking admission to law universities in the country won’t have to apply separately to each Law university. They’ll have to sit for a joint entrance exam just like IIT aspirants do.

A memorandum of understanding (MoU) to hold a joint test was signed by heads of the NLUs in presence of representatives from University Grants Commission (UGC) and Bar Council of India (BCI) in Delhi on November 23.

The Law universities which have signed the MoU are: National Law School of India University (NLSIU), Bangalore; National Academy of Legal and Sociological Research (NALSR), Hyderabad; National University of Juridical Studies (NUJS), Kolkata; National Law Institute University (NLIU), Bhopal; National Law University (NLU), Gandhinagar; National Law University (NLU), Jodhpur; Hidayatullah National Law University (HNLU), Raipur.

The UGC vice-chairman Prof Mooolchand Sharma and BCI chairman G K Nair were present in the meeting. Other law universities can also join the exercise being undertaken on the direction of the Supreme Court.

According to the MoU, the entrance test will most likely be held on the first Sunday of May 2008. A common admission form will be released for candidates. The NLSIU, Bangalore, will hold the first entrance test.

A core committee having directors and vice-chancellor of all the seven NLUs will frame a policy for the entrance test. The policy will be implemented by a committee headed by director, NLSIU, Bangalore, Jai Govind, and comprising registrars/
controllers of examinations of other six NLUs.

Dr Balraj Chauhan, director, NLIU, Bhopal, who was also present at the meeting, told reporters that all the students who had cleared the 10 plus 2 exam were qualified to take the entrance test. Admissions will be done on the basis of a merit list drawn up after the objective type test. All the reservations and state quota applicable in respective NLUs will continue as before. NLUs of Lucknow, UP, Patiala, Punjab and Kerela, would be given an option to take admission through the joint entrance test, he said.

The MoU has been signed at the initiative of the ministry of human resource development, which on directions of the SC asked the UGC to convince NLUs for a joint entrance test.

Karnataka CET on April 19

On December 2 the Karnataka Examinations Authority (KEA) announced the date of the state Common Entrance Test (CET) 2008 sending the students in real tizzy. The CET will be held on a single day this year April 19.

Those who are planning to join medical course are even more worried as their admission to medical colleges depend completely on their CET rankings. For engineering courses, the aggregate of Pre University (PU) Board exams and CET are considered.

According to the schedule announced by the KEA all the three papers of CET 2008 — physics and chemistry (combined paper), maths and biology — have been scheduled on April 19. Besides, CET used to be held in May.

When asked for her comments Nupoor Sharma of National College, Basavanagudi said : “I am appearing for both engineering and medical exams. That means I have to take four tests on a single day. It is going to be confusing for me. It would have been better if CET was conducted on two days.”

A notification regarding the application form, brochures and other details will be put up on the KEA website ( http://www.kea.kar.nic.in ) soon. This is the first time that the entrance examination is being conducted by the newly-formed KEA.

The PU board exams will conclude on March 27. The IIT Joint Entrance Examination (JEE) would be held on April 13, while the AIEEE is on April 27.

Defending their decision the KEA officials argued that last year also the CET was a one-day affair. “Last year only a few weeks were available for preparation. In fact, this time the students have got some more time to prepare. Since the PU exam is being conducted early, it is logical that the CET is also held early. All we wanted was to help the students to prepare better for other exams as well. The entire decision was taken keeping the students’ interest in mind,” the officials said.

The students, however, have decided to protest against the move. Association of Concerned and Informed Citizens of Mysore — a voluntary organisation, has also joined hands. ACICM Convenor M Lakshmana said, “A public meeting has been called at the Institute of Engineers on December 8 at 4 pm,” he said, adding that representatives from 47 colleges are expected to participate in the public debate.

According to the schedule, all three examinations — Physics and Chemistry (combined paper), Mathematics and Biology — will be conducted on April 19. The Physics and Chemistry examination (combined paper) will be conducted from 10 a.m. to 12.30 p.m., followed by the Mathematics examination from 2 p.m. to 3.20 p.m. and the Biology examination from 4 p.m. to 5.20 p.m.

The Kannada language tests for gadinadu and horanadu candidates will be held on the following day at 11 a.m. and 1 p.m.. As many as 1,99,250 students attended CET 2007, out of which 57,000 and 17,000 students were allotted ranks which made them eligible to appear for counselling for Engineering and Medical seats respectively. Around 2,500 seats were left vacant in engineering colleges. According to the arrangement between government and private colleges, last year 55 per cent of engineering seats was allotted to government colleges.

Comed-K entrance test on May 4

The Undergraduate Entrance Test-2008 (UGET), conducted by the Consortium of Medical, Engineering and Dental Colleges of Karnataka (COMED-K) for admission to private medical, dental and engineering colleges in Karnataka, will be held on May 4, 2008.

Like Karnataka CET, all three examinations -- Physics and Chemistry (combined paper), Mathematics and Biology, will be held on the same day. For the first time, COMED-K will be introducing the English language examination for students applying for medical and dental courses. The English test is mandatory only for students applying to medical and dental courses.

“The Medical Council of India (MCI) and Dental Council of India (DCI) have been pushing for this exam all along,” said S. Kumar, executive-secretary of COMED-K. The exam will test basic comprehension skills and grammar. The cut-off for awarding
ranks will be 50 per cent for students in the general category and 40 per cent for those in the SC/ST category. However, this will only be an eligibility factor and the marks obtained in this test will not be included to calculate their ranks.

“Over the last three to four years, there has been an influx of students who do not understand English, especially from places such as Bihar and Jharkhand. They fail in the first year itself, and pick up habits which they spread to other students too,” explained Mr. Kumar.

In spite of protests by students and parents over the Common Entrance Test-2008 being held over a day, UGET-2008 has stuck to the same pattern. “There is nothing wrong with the pattern,” defends Mr. Kumar. “This exam caters to people all over India who will find it difficult and expensive to stay for two days. Hotels and lodges take advantage of the situation,” he explained.

Speaking about the seat-sharing allotment, he said that the undergraduate seat sharing structure has to be revamped. Last year, 55 per cent of engineering seats were allotted to government colleges. Only 40 per cent of seats in medical colleges
and 35 per cent in dental colleges were given to the Karnataka Examination Authority. “In the case of medical colleges, it continues to place undue burden on the COMED-K students, which is exactly what the Supreme Court opposed in its judgment,” says Mr. Kumar.

“With government colleges doubling the salaries of the staff, we will also have to face an additional burden of Rs. 3 crore. Where will we recover this from. The fees of the COMED-K students will again go sky-high,” Mr. Kumar pointed out.

“This question is beyond me. There is no government in power, but something will have to be worked out,” he said.

Utter Pradesh State Entrance Examination on April 19 & 20

The State Entrance Examination (SEE) for admission to technical institutes and engineering colleges affiliated to UP Technical University (UPTU) would be held on April 19 and 20, 2008.

The central admission board of UPTU has decided that application forms would be made available at all major post offices in Lucknow, Nainital, Dehradun and New Delhi from January 17 to February 28, 2008.

According to the newly-appointed Coordinator of the SEE, Dr J P Saini, the admission committee has decided that General and other backward class (OBC) candidates with atleast 45 per cent marks and the Scheduled Caste and Scheduled Tribe (SC/ST) candidates with atleast 40 per cent in the ‘eligibility subjects’ of the previous examination would be eligible to appear for SEE 2008. In addition to this, General and OBC candidates should have minimum 40 per cent marks and SC/ST candidates must have 35 per cent in ‘eligibility subjects’ separately.

This means, that if a general or OBC candidate has applied for BTech, then he/she should have 45 per cent or above marks in physics, chemistry and mathematics collectively in their intermediate but at least 40 per cent marks in each of these subjects when taken separately in the same examination.

For SC/ST candidates the corresponding figures should be 40 and 35 per cents respectively. This criterion would be followed for admissions in B.Tech, B.Pharma, B.HMCT, BFAD, MBA and MCA.

For B.Arch, the qualifying marks in eligibility subjects are 50 per cent. Individually, marks in each subject should not be less than 40 per cent (for SC/ST 35 per cent). While general and OBC candidates appearing for admissions in various courses would have to score at least 30 per cent marks in SEE for finding place in the merit list, for SC/ST the cut-off would be 25 per cent.

The application forms for the girls would cost Rs 500 as it is in the case of scheduled caste candidates. However, the price of the application forms for general and OBC candidates would be Rs 1000.

The non-refundable fees for locking the seat allotted to the candidates in the college of their choice after counselling has also been reduced. For general and OBC candidates, the fees has been brought down to Rs 10,000 from Rs 15,000 and for SC/ST candidates it has been reduced to Rs 4000 from Rs 7500. The fees would have to be submitted within three days of counselling.

Eamcet on May 8

The Andhra Pradesh state Government has announced dates of various common entrance tests for admission into professional courses for the year 2008.

Chairman of APSCHE K.C. Reddy on said on December 27 that the EAMCET-2008 would be held on May 8 while ECET (FDH) - 2008 would be held on May 1. He said that ICET-2008 under OU would be held on May 11 and LAWCET-2008 would be conducted on May 31. The Ed-CET examination under AU would be held on June 8.

The pattern of the question papers is not likely to change for all the common entrance tests except for ED-CET. However, final decision would be taken only after meeting of the CET committee, Mr. Reddy said.

Order for Eamcet 2009

The EAMCET 2009 would be different from the previous once because the state government has decided to give 25 per cent weightage to marks obtained in the Intermediate (MPC and BPC streams) group subjects for admission to engineering, medicine, pharmacy, agriculture, medical and dental courses.

The remaining 75 per cent weightage will be given to marks secured by the students in Eamcet, the common entrance test for admission to professional courses.

According to a Government order the new set-up will be implemented from the year 2009. Its impact, however, would be felt from the ongoing academic year 2007-2008 as students who are now doing their Intermediate first year will appear for Eamcet in
2009.

The Principal Secretary of Higher Education Mr Asutosh Mishra, told reporters on November 26 that the decision was taken to make students realise the importance of basic Intermediate syllabus.

Explaining the government decision, Mr Mishra said that students were paying more attention to preparation for entrance examinations and were neglecting the basic conceptual knowledge desired at the Intermediate level.

The Secretary of the Board of Intermediate Education, Mr R.P. Sisodia has, in a statement, asked all principals, students and parents to make note of the government’s decision.

However, the Government order (GOMs No 165) has came in for severe criticism from noted academician and MLC Chukka Ramaiah who argued that such a move would further widen the gulf between rural and urban students. While the Government junior
colleges in rural and semi-urban areas still lacked in infrastructure, the problem of vacancy of lecturers was another big problem.

However, the corporate colleges had an edge over them. The evaluation by the Board of Intermediate was also not up to the mark and several lapses had also been noticed by the Government. Unless there is a clear conduct of exams, the latest move would
further damage the interests of rural students, Mr. Ramaiah said.

It may be recalled that the neighbouring Tamil Nadu has already abandoned the common admission test for admission to professional colleges in the state and admission to private and government professional colleges in Tamil Nadu is being done
on the basis of the state education board results.
