Test Scheme
BLDEUGET – 2008 will have the following pattern:
1• A single test combining Physics, Chemistry and Biology subjects will be held in the forenoon of 12/05/2008 (10.00 AM to 01.00 PM).
2• There will be a total of 180 questions: 60 questions in Physics, 60 questions in Chemistry and 60 questions in Biology. The test duration for combined paper is 180 minutes, and is compulsory for all candidates seeking admissions to M.B.B.S. course.
3• Candidates are required to mark their answers on an OMR sheet (Optical Mark Reader).
4• Correct answer for each question will be awarded one mark.
5• No Marks will be awarded for wrong answers.
6• No Mark/s will be awarded for multiple marking (marking multiple responses) of any question.
7• There is no negative marking.

Diploma Course in Financial Management and Accountablity; is a joint initiative of TISS & FMSF
DFMA is a one year, long-distance education programme on financial management of not-for profit organizations. It is a joint initiative of TISS & FMSF which is specially designed to suit to the needs of persons working in the voluntary sector or are willing to join the sector.
BACKGROUND
The emerging role of the voluntary sector in today’s scenario in promoting wholistic development is recognized by one and all. Historically, the evolution of the sector was not very structured rather it grew in response to the growing need for just and equitable development. But over the last decade, the face of the sector is undergoing through a change. There has been a remarkable increase in the number of persons wanting to join the sector. The size and intensity of the sector has increased by leaps and bounds over the last decade and the amount of resources involved in the work of the development sector has also shot up remarkably. A large amount of funds, both from within as well as outside the country are being utilized for the purpose of development work. This creates a need for better financial management practices, a more professional approach in the sector as a whole.
The one year Diploma in Financial Management and Accountability aims at building the capacity of individuals wanting to join the sector as well as for persons already working in the sector in the areas of financial management and thereby promoting transparency and accountability in the sector.
THE NEED:
The financial management practices determine the effectiveness, accountability and transparency of the sector to a large extent. Even though some degree, diploma, or certificate programmes on rural management, management of non-profit organizations and related subjects are being offered by different institutions to cater to the needs of the voluntary sector, there still exists an unmet demand for specific capacity building in the area of financial management of voluntary organizations (VOs). This Diploma programme is designed to meet that unmet need in the voluntary sector.
OBJECTIVE:
The overall objective of the programme is to promote accountability in the sector by strengthening the financial management practices and by building individual capacities.
. To introduce and familiarize personnel in the non-profit/voluntary sector to institutional, legal, policy and regulatory framework governing the sector.
. To build capacities of the personnel in the non-profit/voluntary sector in financial management
. To develop and institutionalize systems to enhance and ensure transparency and accountability.
ABOUT TISS:
The Tata Institute of Social Sciences (TISS) was established in 1936, as the Sir Dorabji Tata Graduate School of Social Work. Over the years, the Institute has, among other thrusts, made a significant contribution to policy, planning, action strategies and human resource development in several areas, ranging from sustainable rural and urban development to education, health, communal harmony, human rights and industrial relations. ABOUT FMSF:
FMSF is a Resource Organization specializing in financial management, legal and governance issues pertaining to Development Organizations. The core area of the work done by FMSF includes capacity building of partner organizations, networking, information dissemination, action research, knowledge building, and financial monitoring of projects. The Financial Management Service Foundation (FMSF) is an offshoot of the Financial Management Service (FMS), a unit set up by the Evangelischer Entwicklungsdientst or EED (formerly known as Evangelischer Zentralstelle fuer Entwicklungsdienst or EZE), a German funding organization, in the year 1995. FMS was established in India to ensure that partners in India, Bangladesh and Nepal were able to fulfill their obligations to EED and enhance their capacity in financial management reporting systems.
With a vision for a reality in development co-operation where there will be overall and wholistic accountability among all the constituencies, FMSF is guided by the core values of accountability, transparency, humaneness and sensitivity. It has published six books on financial management and laws, social audit, governance etc related to the voluntary sector; it also publishes a quarterly journal that covers legal and financial issues pertaining to the sector.
It has been engaged in promoting accountability and transparency in the sector for over a decade in South Asia. It conducts various capacity building workshops on financial management, governance and related matters for the VOs. As a part of its capacity building initiatives, the FMSF is launching this one year Diploma programme specifically designed to suit to the needs of the persons wanting to join the sector or already working in the sector.(see website www.fmsfindia.org).
Recently it has also registered a spin-off organization, ‘Centre for Promoting Accountability’ which specifically focuses on Capacity Building & Development Research. DFMA is rolled out under the aegis of Centre for Promoting Accountability.
PROGRAMME DETAILS:
Diploma in Financial Management and Accountability is a one year diploma programme, specially designed to suit to the needs of persons working in the voluntary sector or are willing to join the sector. This programme will be taught on line via INTERNET.
Minimum Eligibility Criteria:
Graduates (in any stream) having scored 50% in their graduation
Or
Graduates (in any stream ) having at least 3 years of work experience in the voluntary /non-profit sector in finance, program monitoring or management areas.
Basic computer skills and access to internet is a pre-requisite for the course.
Course Fee:
The annual fee structure of the course is as follows:
1. Tuition Fee Rs.12,000/-
2. Exam Fee Rs.1500/-

4. Development Fund Rs.2500/-
5. Refundable Caution Deposit Rs.3000/-

Certification:
After the successful completion of the requirements, the student will be awarded the Diploma in Financial Management & Accountability. The Diploma will be in joint names of the TISS and the FMSF.
1.On-line teaching
Admission formalities will be completed after verification of documents. A three day contact session will be held in different regions. The location for the contact session will be decided depending on the number of applications received from different regions. During the contact session, apart from verification of documents, bona fide students will be given training in e-learning and an orientation to the introductory modules.
2.After a student completes admission formalities, s/he will be given a pass-word protected access to the website. The website will contain lessons, self-assessment questions, reading material, and other learning material. The website will also facilitate studentteacher interaction, student-student interaction, learning systems manager- faculty interaction, faculty-faculty interaction, learning systems- student interaction, monitoring of fee payment, assignment submission and completion status, credits completed, recording of grades, hours logged in by students and faculty, exam dates and other details for allowing students to appear for exam, exam completion status, updating of lessons, reading material, assignment submission dates and other details.
3.Subsequent contact sessions will be decided on the basis of need in the first year.

Eligibility:
12th Standard (or equivalent) in any stream with minimum average of 50% marks (40% for Scheduled Castes [SCs] and Scheduled Tribes [STs] ). Candidates awaiting results can also apply.

The University of Delhi wishes to admit students on an All India basis, to pursue Post Graduate studies in Biomedical Sciences at Dr. B.R. Ambedkar Center for Biomedical Research (ACBR).
The focus of the teaching and research is on Biochemistry, Molecular Biology, Medicinal Chemistry, Medical Biotechnology, Human Molecular Genetics, Physiology, Organic Chemistry, Natural Product Chemistry, Microbiology, Immunology, Pharmacology and Toxicology. Admission Test: Admission Test for M.Sc.-Ph. D. and M.Sc. Degree Courses will be held on Saturday, June 7th, 2008 at 08:00 a.m. The interview and group discussion for candidates qualifying the entrance test will be held on Sunday, June 8th, 2008 from 9:00 am onward. The admission test will have multiple choice questions, in all the areas as given above, at the Undergraduate level.
4. Summer Undergraduate Research Programme (SURP) and Summer Out Reach Program (SOP) of 8 weeks duration is scheduled between June - July 2008. Senior Under-Graduate and Post Graduate students are considered. The programme consists of 1-2 hours of lecture followed by project work under the supervision of faculty members. The Directorate General, Factory Advice Service & Labour Institutes invites application in prescribed form for admission to the one year full-time Advanced Diploma Course in Industrial Safety, 2008-2009 to be conducted at its four Labour Institutes, namely, the Central Labour Institute, Mumbai and the three Regional Labour Institutes at Kolkata, Chennai and Kanpur, to be started in the month of June/July, 2008.
Admission Requirements:
a) Recognized Degree or Diploma in any branch of Technology/Engineering or recognized Degree in Physics or Chemistry with:

SUBMISSION OF FILLED APPLICATION FORM

IMPORTANT NOTE
A candidate may apply maximum for four Departments and 14 different programmes but ONLY ONE Application Form is to be filled-up. However, fee of Rs. 100/- per additional Department shall be payable by the candidate.
ELIGIBILITY CRITERIA
A minimum aggregate score of 60% or 6.00 CGPA on 10 point scale for General candidates and 55% or 5.50 CGPA on 10 point scale for SC/ST candidates at the qualifying examination is essential for all the above programmes.
ADMISSION CRITERIA
Admission will be made on the basis of either GATE score only or GATE score and Interview/Written Test. For Sponsored candidates the admission will be on the basis of Interview/Written Test and relevant experience. There will be cut offs for calling the candidates for Interview/Written Test and/or for preparing merit list for different programmes for different categories of candidates. The normalized GATE score of different papers will be used to prepare the merit list. The normalized GATE score be calculated as follows:-
Normalized GATE score = Actual GATE score x 100/Maximum GATE score in the Paper awarded in that year.
B.Tech. degree holders from IITs with minimum CGPA of 8.00 on 10 point scale will also be eligible for admission with MHRD assistantship without GATE score upto 10% of the Intake.
RESERVATION OF SEATS
Certain number of seats are reserved for candidates belonging to SC/ST categories and Person with Disabilities (PD) as per the Govt. of India rules. For details refer to the Information Brochure.

APPLICATIONS are invited for admission to the following courses for the academic session 2008-2009 commencing from July, 2008.
A. POST GRADUATE DIPLOMA COURSE OF ASSOCIATESHIP OF NATIONAL SUGAR INSTITUTE (ANSI) IN SUGAR TECHNOLOGY: (On merit basis of written entrance examination to be held on 21st & 22nd June 2008).
Minimum Qualifications: B.Sc. with Physics, Chemistry and Mathematics or Bachelors degree in Chemical Engineering having secured minimum 45% marks in aggregate, provided that in the case of candidates belonging to Scheduled Caste/Scheduled Tribes minimum Marks will be 40%. The candidates who have appeared in the final examination of minimum prescribed qualification for A.N.S.I. (Sugar Technology) courses, can also apply for admission. However they are required to provide the attested copy for the original marks sheet of the final examination at the time of counseling (as given in the letter to be issued to provisionally selected candidates) falling which they will not be admitted in the course and no relaxation is possible to be given on this account.
Duration: Two and half academic years.
B. POST GRADUATE DIPLOMA COURSE OF ASSOCIATE SHIP OF NATIONAL SUGAR INSTITUTE (ANSI) IN SUGAR ENGINEERING: (On merit basis of written entrance examination to be held on 22nd June 2008).
Minimum Qualifications: Bachelor's Degree in Mechanical or Electrical Engineering or equivalent Qualification in Mechanical or Electrical branch only. The candidates who have appeared in the final examination of minimum prescribed qualification for A.N.S.I. (Sugar Engineering) courses, can also apply for admission. However they are required to provide the attested copy for the original marks sheet of the final examination at the time of counseling (as given in the letter to be issued to provisionally selected candidates) falling which they will not be admitted in the course and no relaxation is possible to be given on this account.
Duration: Two and half academic years.
C. POST GRADUATE DIPLOMA COURSE IN INDUSTRIAL FERMENTATION AND ALCOHOL TECHNOLOGY (D.I.F.A.T.)
Minimum Qualification: B.Sc. with Chemistry as One of the subjects with one year experience, after passing the B.Sc. in a Distillery/Brewery on a technical post as on 31.03.2008. Experience will be counted from the day after the date of issue of B.Sc. Marks-sheet and up to 31.03.2008. Nomination from Distillery or/Brewery is essential.
Duration: One academic year followed by four months practical training in a Distillery/Brewery.
D. CERTIFICATE COURSE IN SUGAR ENGINEERING (S.E.C.C.)
Minimum Qualifications: Diploma in Mechanical/Electrical Engineering of a recognized technical school/college or Polytechnic with One year experience as Assistant Engineer in a Sugar Factory or Two years experience in Supervisory Capacity in a Sugar Factory as on 31.03.2008. Experience will be counted from the day after the date of issue of Diploma Marks-sheet and up to 31.3.2008 only. Nomination from a vacuum pan sugar factory is essential.
Duration: Two Off-Seasons (July to November).
E. CERTIFICATE COURSE IN SUGAR BOILING (S.B.C.C)
Minimum Qualification: Matriculate with Science/Agriculture and one season's Sugar Boiling Experience in a Vacuum pan sugar factory. Experience will be counted from the day after the date of issue of High School Mark-sheet. Nomination from a vacuum pan sugar factory is essential.
F. PRE HARVEST CANE MATURITY SURVEY CERTIFICATE COURSE
Minimum Qualification: Intermediate with Science or equivalent with two years experience in a sugar factory laboratory or fieldwork as on 31.03.2008. Experience will be counted from the day after, the date of issue of Intermediate Marks-sheet and up to 31.03.2008 only. Nomination from a vacuum pan sugar factory is essential.
Duration: One and a half month (15th October to 30th November).
G. FELLOWSHIP OF NATIONAL SUGAR INSTITUTE (F.N.S.I.) BY RESEARCH.
I. F.N.S.I. in Sugar Technology
II. F.N.S.I - In Sugar Chemistry
Minimum Qualification: A.N.S.I. in Sugar Technology.
III. F.N.S.I. In Sugar Engineering
Minimum Qualification: A.N.S.I. In Sugar Engineering.
IV. F.N.S.I. in Fermentation Technology
Minimum Qualification: Diploma in Industrial Fermentation and Alcohol Technology (D.I.F.A.T.)
Application for F.N.S.I. in Sugar Technology & Sugar Engineering should be sponsored by a Sugar factory for carrying out the research work pertaining to this course. Similarly application for F.N.S.I. in Fermentation Technology should be sponsored by a Distillery or Brewery for carrying out the research work pertaining to this course. In case the application is not duly sponsored it would be rejected.
Duration: For (I) to (III) three off-seasons of four months each or one year at a stretch followed or preceded by practical training for two cane crushing seasons in a sugar factory. For (IV) One year.
NOTE: (A) Application forms for following courses should accompany nomination form on the prescribed form provided with V application form. In absence of the nomination form applications shall be rejected.
(i) For D.I.F. A.T, from a Distillery/or Brewery.
(ii)For Sugar Engineering, Sugar Boiling and Pre Harvest Cane Maturity Survey Certificate Courses (i.e. S.E.C.C., S.B.C.C. and P.H.C.M.S.C.C.) from a vacuum pan sugar factory.
RESERVATION:
(I) In each course 15% of the seats shall be reserved for Scheduled caste and 5% for Scheduled Tribe candidates. If the numbers of candidates belonging to either of the communities are not adequate to fill up the seats reserved for them; it will be filled by candidates belonging to either community to the extent available. If the clumber of the candidates o belonging to both communities fall short of the seats reserved for them, the remaining seats shall be provided to General s Candidates. (II) Reservation shall also be made available in each course for: (a) The candidates belonging to rural areas; (b) Children of defense personnel either serving or retired or have died while in service. Certificate as prescribed must be submitted with the application for claim in respect of reservation otherwise such requests shall not be considered.
AGE: The maximum age of candidate for the purpose of admission to the various courses shall be 35 years as on 31.07.2008. Candidates born on or after 31.7.73 only be considered.
Application form can be obtained from the NATIONAL SUGAR INSTITUTE, KALIANPUR, KANPUR-208 017 against Cash payment of Rs. 500/- (For SC/ST Rs.300/-) from 02.04.2008. If one desires to obtain the application form by post, he should remit Rs.500/- (For SC/ST Rs.300/-) by Money Order only payable to DIRECTOR, NATIONAL SUGAR INSTITUTE, KANPUR. Candidates are advised to give their names and postal address in CAPITAL LETTERS ON MONEY ORDER FORM, CHEQUES WILL NOT BE ACCEPTED.
The application form can be sent by post only when the request for the same is received in the office of the DIRECTOR on or before 25th April 2008, as the last date of submission of complete application form is 15.05.2008. The forms can however be personally collected from the institute up to last date of submission of forms after making due payment.
Application on prescribed forms, completed in all respects with attested copies of certificates should sent in an Envelop Marked "Admission-2008" by registered A.D. so as to reach to the DIRECTOR, NATIONAL SUGAR INSTITUTE, KALIANPUR, KANPUR-208017 (U.P) on or before 15.05.2008. Late receipt of application forms by (he candidates should not be considered as an excuse for late submission of the application. It is, therefore, necessary that the candidates should try to get the application forms sufficiently in advance so that the applications, duly completed are submitted well in time. Application received in the office of the DIRECTOR, NATIONAL SUGAR INSTITUTE, KALIANPUR, KANPUR after 15th May 2008 will not be considered under any circumstances.
Admission to A.N.S.I. (Sugar Technology) and A.N.S.I, (Sugar Engineering) courses will be made on the basis of admission tests conducted at four centers namely KANPUR, DELHI, KOLKATA AND CHENNAI. For rest of the courses, selection will be made on the basis of interview to be held at NATIONAL SUGAR INSTITUTE, KALIANPUR, KANPUR sometime in JUNE 2008. For A.N.S.I. (Sugar Technology) written test shall be conducted in Physics, Chemistry and Mathematics, each paper having maximum marks of 100 and 3 hours duration of B.Sc. standard. For A.N.S.I (Sugar Engineering) written test shall be conducted in one paper of maximum marks of 100 marks and 3 hours duration (Two sections of equal marks one of Mechanical Engineering & the other of Electrical Engineering). Candidates have the option to write the answers in either English or Hindi but all questions should be answered in one language only.
