PhD Programme in Science Education – 2008

HBCSE is a National Centre of TIFR devoted to research and development in science, technology and mathematics education from primary school to college level. It is India’s nodal centre for Olympiads in mathematics, science and astronomy. The Centre is looking for competent and committed individuals as Research Scholars for its PhD programme in Science Education for the year 2008.

Areas of Research
· Cognitive and pedagogic studies of science, mathematics and technology education.
· Socio- cultural and gender studies in science, mathematics and technology education.
· Visuospatial thinking in science, mathematics and technology education.

· Curricular issues, assessment and evaluation

Eligibility:
Recent MSc in any of the Physical/Chemical/Biological/Earth sciences or Mathematics/ Statistics/ Computer Science may apply. Final year MSc students may also apply. Applicants must have a consistently good academic record and a strong interest in research in science education.

Financial Assistance:
· Monthly Scholarship of Rs. 12000/- enhanced to Rs. 14000/- after registration for PhD.
· A Contingency Grant of Rs. 15000/- and a tuition grant of Rs. 4000/- per annum.

Admissions are made for one year at a time, renewable annually up to a period of 5 years.

Accommodation may be provided on campus at nominal cost. After completion of PhD outstanding candidates have a chance to be considered for absorption into the regular academic stream of HBCSE (TIFR).

Visiting Fellowships at HBCSE

HBCSE is a National Centre of TIFR devoted to science and mathematics education from primary up to introductory college level. The Centre is looking for competent and committed scientists and communicators holding a Ph.D. degree to contribute to its programmes.

1. RESEARCH IN SCIENCE,MATHEMATICS AND TECHNOLOGY EDUCATION
HBCSE is pioneering research in this new and rapidly expanding field. We are looking for eclectic intellectuals with Ph.D. in the natural or social sciences or mathematics who would take up research programs in the following interdisciplinary areas.
Cognitive and pedagogic studies of science, mathematics and technology education.
Sociocultural and gender studies in science, mathematics and technology education.
Knowledge organization
Imagery and reasoning; Drawings, design, and cognition
Curricular issues, assessment and evaluation
Health and environment education
Educational implications of history and philosophy of science.

2. CURRICULUM DEVELOPMENT
HBCSE is developing model alternative curricula for school science, mathematics and social studies. Candidates should have originality and insight into their subject with a flair for teaching and writing. We welcome persons with literary and computer skills or visual communication talents in addition to a strong subject background.

3. SCIENCE POPULARISATION
HBCSE is producing activity and exhibition modules in several areas, including history of science, low-cost experimentation, science-technology-society issues, gender issues, health education, mathematics and astronomy. Candidates should have an ability to present science and mathematics in interesting and innovative ways. Literary, artistic and visual communication ability would be an added advantage. The Centre also organises orientation programs for teachers, students and teacher educators to which the candidates are expected to contribute.

4. OLYMPIAD PROGRAMME
HBCSE is India's nodal centre for the physics, chemistry, biology, mathematics and astronomy olympiads. We need Ph.D.s in these subjects who have strong problem-solving ability. They would develop challenging theoretical problems and experiments, and train meritorious students at senior secondary levels for the international olympiads.

5.TEACHER ORIENTATION AND SCIENCE POPULARISATION
HBCSE is extensively involved in teacher orientation programmes at vaious levels (primary, secondary and tertiary), and in general dissemination of science. The Centre is looking for scientists/educationists with a strong background, comunication skills and motivation to work at the grass-root level.

6. NATIONAL INITIATIVE ON UNDERGRADUATE SCIENCE (NIUS)
The Centre has initiated a major programme of nurturing talented undergraduates for advanced studies and research in the sciences. NIUS is being carried out in collaboration with scientists of TIFR, BARC and other institutions. They are looling for scientists with a strong research background and interest in undergraduate education for contributing to the programme.

Selected candidates will be offered a Visiting Fellowship initially for one year, extendable by one more year. The Fellowship carries an honorarium of Rs. 10,000/- p.m for candidates who have just submitted the thesis (for candidates with experience the honorarium may be Rs. 12,000/- p.m. or Rs. 14,000/- p.m as appropriate). At the end of the Fellowship outstanding candidates have a chance to be considered for absorption in the regular academic cadre of HBCSE.

Applications will be received and screened throughout the year and referees will be contracted for recommendations. Shortlisted candidates will be called for a seminar/interview at HBCSE.

MPhil Programme in Applied Economics
The CDS MPhil programme is one of the very few courses in the country wherein students from any discipline with a Masters level degree can seek admission. The main criterion is their interest in the study of development issues. The focus on applied economics from a plural perspective and the adaptation of effective learning tools have made this programme unique in the country. It is suited ideally to students of economics who wish to sharpen their skills in applied economic research and those from other disciplines willing to learn the economic dimension of social development, and to professionals in Governmental/non–Governmental organisations, the media and consultant/ research organisations who wish to enhance their skills in applied economic analysis.

Teaching of development economics to students from different disciplines has been a fascinating though challenging and difficult exercise. It has involved a careful choice of theory, application tools and Indian development issues. During the past three decades, the Programme has undergone systematic revisions in content and approach. MPhil Programme has an annual intake of about 15 candidates. Two seats are available for officers deputed by the Government of Kerala. Journalists and postgraduates in journalism can utilize a fellowship of the Journalism Education Trust to undergo either the coursework or the full programme.

Admission Eligibility:
MPhil Program of Jawaharlal Nehru University(JNU):
Master’s in
Economics with > 50% marks; or
Other Social Sciences, Humanities, Law with > 55% marks; or
Sciences, Technology, Life Sciences with > 60% marks.
**The programme follows an inter-disciplinary approach and those from non-economics background are encouraged to apply.

Fees & Fellowships
CDS follows the JNU fee structure (Rs. 120 per semester).
US$ 600 per semester for foreign nationals; concessional fees for candidates from SAARC countries shall be considered on the merits of each case.
CDS MPhil Fellowships, available for non-sponsored Indian nationals, provide a stipend of Rs. 3000 per month for three semesters and a contingency grant of Rs. 6000.
The JET Fellowship Scheme is intended to enable a working journalist to take time off and pursue a course of study at an academic institution so as to gain the intellectual and educational grounding essential for their work. Post-graduates in Journalism may also apply. Journalists can opt for either the two-semester course-work or the full Programme.


Doctoral Programme in Economics
The programme has a strong orientation towards development studies with a core economics component. The studies cover areas such as agrarian change and transformation, economic history, health, socio-economic security, industry, labour, gender, population studies, environmental economics, macro-economic issues, technology and trade.

Scholars are expected to complete their theses within a period of four years. The programme offers admission to a limited number of scholars, subject to availability of fellowships. Ordinarily only candidates with prior training through MPhil will be considered. However, in exceptional cases, those without an MPhil may be considered if having proven research experience and good publications, after due review.

Fellowships
Doctoral Fellowships, available under schemes like the ICSSR Institutional Fellowships, have a maximum tenure of three years. All fellowships carry monthly stipend of Rs. 6,000 for the NET qualified / Rs. 5,000 for others and annual contingency grant of Rs. 12,000.
Scholars can also avail themselves of the UGC JRF through CDS. Teachers from colleges/universities will be considered under the salary protected fellowship scheme of the ICSSR with a tenure of two years.

Admission Eligibility:
MPhil with FGPA of > 6 on a 10-point scale. AND Master’s in Economics with > 50% marks or in related
disciplines in development studies, with > 55% marks
In exceptional cases those without an MPhil may be considered on the basis of:
-research experience of at least two years in a University/ Research Institution as evidenced by
research papers and/or
-research publication(s) in refereed journals.
Such candidates are to undergo the MPhil Programme coursework.

THE CAMPUS
CDS is located in a residential area in the northern outskirts of Thiruvananthapuram. The CDS campus and buildings, designed by the renowned architect, Dr. Laurie Baker, exemplify the cost-effective techniques in construction. The 10-acre campus also houses the Library, Computer Centre, Hostels, Guesthouse and residential units for staff members. The CDS hostels have 18 rooms in two units for women and 42 rooms for men in another two units. The rooms are well–appointed and for single occupancy. The guesthouse has nine double-bedded rooms The campus is serviced by a cafeteria, which serves simple wholesome food on Indian cuisine. The campus also has recreation facilities. IMPORTANT

1.CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:
The Candidates applying for the examination should ensure that they fulfill all eligibility condition for admission to examination. Their admission at all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions

Mere issue of admission certificate to the candidate will not imply that his/her candidature has been finally cleared by the Commission.

Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for interview/Personality Test.

2 APPLICATION FORM :
Candidates must apply in the Common application form devised by the Commission for its examinations, which can be purchased from the designated Head post Offices/Post Offices (specified in Appendix-III of the Notice) throughout the country against cash payment of Rs. 20/- (Rupees Twenty Only). Each such Form can be used only once and only for one examination.

In case of any difficulty in Application Forms from the designated HPOs/POs, the candidates should immediately contact the concerned post Master or UPSC's "FORMS SUPPLY MONITORING CELL" over Telephone No. 011-23389366/FAX No. 011-23387310.

Candidates are advised to read carefully the "Instructions for filling up the Application form"given in Appendix-II of this Notice.

3.LAST DATE FOR RECEIPT OF APPLICATIONS :
All applications must reach the "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi - 110069" either by hand or by Post/Speed Post or by Courier, on or before the 10th March, 2008.
However, in respect of candidates residing abroad or in certain remote localities specified in Para 6 of this Notice the last date for receipt of applications by Post/Speed Post only (not by Hand or by Courier) is 17th March, 2008.

4.FACILITATION COUNTER FOR GUIDANCE OF CANDIDATES :
In case of any guidance/information/clarification regarding their applications, candidature etc. candidates can contact UPSC's Facilitation Counter near 'C' gate of its campus in person or over Telephone No. 011-23385271/FAX No. 011-23381125/011-23098543 on working days between 10.00 hrs to 17.00 hrs.

5.Mobile Phone Not Allowed:

(a)Mobile phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations.
(b)Candidates are advised in their own interest not to bring any of the banned item including mobile phones/pagers to the venue of the examination, as arrangement for safekeeping can not be assured.

ELIGIBILITY CONDITIONS:
Age Limit: 21-30 years as on 1-7-2008
Educational Qualification: Bachelor's degree of a recognized University with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering or an equivalent qualification.

How to Apply:
(a) The UPSC have developed an application form common for all their examinations which will be processed on computerised machines. This application form alongwith an Information Brochure containing general instructions for filling up the form, an acknowledegment card and an envelope for sending the application is obtainable from the designated Head Post Offices/Post Offices throughout the country as listed in Appendix-III of Notice against cash payment of Rs. 20/- (Rupees twenty only). Form should be purchased from the designated Post Offices only and not from any other agency. This form can be used only once and for only one examination. Candidates must use the form supplied with the Information Brochure only and they should in no case use photocopy/reproduction/unauthorisedly printed copy of the Form. Since this form is electronically scannable, due care should be taken to fill up the application form, correctly. While filling up the application form, please refer to detailed instructions given in Appendix-II of this Notice. The candidate should also fill up in the relevant places of the Acknowledgement Card, their Application Form Number (8-digit) and the name of the examination. The applicant are required to affix the postage stamp of Rs.6/- on the Acknowledgement Cards and send the same along with application form to UPSC. If an applicant fails to affix the postage stamp of requisite amount his acknowledgement card will not be dispatched and Commission will not be responsible for non-receipt of acknowledgement card by the applicant. The duly filled in application form and the acknowledgement card should then be mailed in the special envelope supplied with the Information Brochure. The candidates should also write the name of examination viz. "Indian Forest Service Examination, 2008" on the envelope before despatching it to "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069".

(b) All candidates, whether already in Government Service, or in Government owned industrial undertakings or other similar organisations or in private employment should submit their applications direct to the Commission. If any candidate forwards his application through his/her employer and it reaches the Union Public Service Commission late, the application, even if submitted to the employer before the closing date, will not be considered.

1. CSIR holds a national level Joint CSIR-UGC Examination (NET) on 22nd June, 2008 for determining the eligibility of Indian national candidates for the award of Junior Research Fellowships (JRF) and for appointment of Lecturers in certain subject areas falling under the faculty of Science. The award of JRFship to the eligible candidates is depend on their finding placement in a university/national laboratory/institution of higher learning and research, as applicable.
1.1 A candidate may apply either for JRF + Lectureship both or for Lectureship (LS) only. He /she may indicae his/her preference in col.3 of the application, as the case may be CSIR may consider candidates applying for JRF+LS for Lectureship only depending on number of fellowships available. If a candidate is found to be over age for JRF (NET) he/she will automatically be considered for Lectureship (NET) only.

1.2 Two separate merit lists, one comprising the candidates qualifying for the award of JRF and the second of those candidates qualifying the Eligibility Test for LS are made on the basis of their performance in the above Test. Candidates qualifying for JRF are also eligible for LS. The candidates qualifying for LS are eligible for recruitment as Lecturers only.
1.3 The result of the examination to be held on 22.06.2008 may be declared sometimes in the month of October, 2008 and fellowship to successful candidates could be awarded from 01.01.2009.

2.2 EDUCATIONAL QUALIFICATION:
Conditions of Eligibility:
(i) Candidates who have secured at least 55% marks in Master's degree, examination in the following or related subjects are eligible for appearing in the Joint CSIR-UGC Test (NET)
(For the various subjects covered in each discipline, candidates are advised to see the prescribed modified syllabus-carefully).
(ii) M.Sc. or equivalent degree with minimum 55% marks for Gen. & OBC candidates and 50% for the SC/ST candidates in the subjects as mentioned above. A candidate who is appearing/has appeared in the final year of M.Sc. examination before the specified date can also apply for the Test. However, such candidates are considered eligible for JRFs/LS only after they have passed the Master's Degree examination with at least 55% marks in the relevant or related subject.
(iii) Age Limit: The upper age limit for admission to the eligibility Test is as under:-
(a) For JRF ( NET): Age limit is 28 years as on January 1 of the year of NET relaxable upto 5 years in case of candidates belonging to SC/ST/ OBC, physically handicapped and female applicants.
(b) For LS (NET): Candidates above 28 years of age are also eligible for appearing in NET for Lectureship.
Scheme and Date of the Test: The Test consist of three papers is held in June in separate sessions.

HOW TO OBTAIN THE APPLICATION FORM AND EXAMINATION FEE PAYABLE:

Candidates apply for the Test may obtain the information Bulletin and Application forms (inclusive of fee payable) through the branches of the Bank notified. (INDIAN BANK) (within the prescribed dates) by paying the following fee in cash:

BY POST:
The information Bulletin and Application form may also be obtained through Value Payable Post (V.P.P) from the Indian Bank, 3/1, West Patel Nagar, New Delhi-110008, by sending a crossed DD draft for Rs.400/- Rs. 200/- or Rs.100/- ( as the case may be) drawn in favour of “Indian Bank, West Patel Nagar, New Delhi” payable at New Delhi. For this purpose, the candidate should send a request to the Bank with TWO self-addressed slips clearly mentioning the address at which he/she desires the information Bulletin & Application Form to be sent by Value Payable Post (V.P.P). The above-mentioned Bank will entertain the request for forms through post from Tuesday the 12th February, 2008 till Tuesday, the 26th February, 2008 only.
The candidate should write his/her name, Date of Birth, address, date of Examination (22-06-2008) and subject code on the back of the DD so that it can be located easily, if it is gets detached accidentally from the letter of request for supply of Information Bulletin.
However, before attaching the draft with letter of request, the candidates should check that it bears the code number of the issuing bank and drawee bank and also amount and signatures of issuing authority. Examination fee paid along with Bulletin for a particular examination will neither be adjusted for any subsequent examination nor refunded under any circumstances.

DISTANCE EDUCATION (CORRESPONDENCE COURSES)

With a view to impart the simplified introductory course in Sanskrit through Correspondence for the learners of the country and the overseas, the Sansthan started an English medium course of twenty lessons in 1973. In the year 1974, the introductory course in Hindi medium was also introduced. In order to make it more fruitful, a higher introductory course of one year duration in English and Hindi medium comprising twenty lessons was incepted in 1978. On the advice of the linguists and scholars, revision in the lessons was made from time to time. These two lower and higher courses are also known as the first year and second year introductory courses consisting of 21 and 20 lessons respectively.

In brief, the introductory courses cover all the important items of Sanskrit language and grammar, highlighting the general rules and ignoring most of the unusual exceptions, the items of grammar based on the actual requirements of the texts supplied in the lessons. The grammar is further supplemented by the grammatical notes which follow the text.

Besides these courses, the Sansthan is going to introduce an advanced course of two years duration named “Sanskrit Prabodha” spread in forty lessons in Hindi and English. This course is based on the essentials of Vedic and Sanskrit literature, Epics, Indian Philosophy and Sanskrit Grammar.

PROGRAMME AND PROCEDURE
The session of the courses starts in January and ends in October every year. Advertisement for admission to these courses is given in different national and regional newspaper. Generally, duration of admission is 1st November to 31st December every year. However, the Vice- Chancellor may allow admission to the courses beyond this period also as special case.

The learners residing in India and abroad have to pay a nominal fee of Rs. 50/- (Rupees fifty only) and $20.00 (Twenty U. S. Dollars) respectively. The fee can be remitted in cash or by demand draft in favour of “Vice - Chancellor, Rashtriya Sanskrit Sansthan, New Delhi. Admission forms and other information relating to the courses can be had from the Asst. Director (CC).

According to the plan of the course, a candidate having good knowledge of Hindi or English is eligible for admission to first year course. For admission to the second year course a candidate should have completed the first year introductory course or should have elementary knowledge of Sanskrit language. On successfully completion of the second year introductory course, a certificate is awarded to the candidates.

Every month, two lessons of the respective courses are sent to the learners by post. Each lessons of these courses is divided into the following sections :

Response Sheet

The learners have to learn the lessons and return the completed response sheet to the Asst. Director (CC) for evaluation and gradation. Thereafter, the response sheets are sent back to the learners. No separate examination is conducted for award of certificates. The certificates are awarded on the basis of grade marks.

Under the scheme of Teaching and Learning of Indian languages, Rashtriya Sanskrit Sansthan was entrusted with the work of preparing the Audio Cassettes, Audio Cd's and VCD's for teaching and learning of Sanskrit
